Hockey Jersey Tie Downs

Why a hockey player need to have your shirt?
I read a hockey player will receive a punishment of extreme misconduct does not attach to your shirt (usually found in a brawl). Like this: "In addition to major combat, Hossa get a game misconduct for not having his jersey tied. "Why is there a rule? What is the reason behind all this?
I think is called the "Rob Ray Rule" but may be wrong. I'll have to find and edit. Anyway, back to the application day have their equipment so that if the scrap and his shirt is entered, you can duck in and out of his jersey and gear, giving the opponent (and referees) nothing to cling to. This fight has created unfair and dangerous situations. If the shirt is fastened, this trick is nullified. I stand corrected and been revised accordingly.
