How do I know if my skates fit?

I recently bought a pair of CCM Vector V3.0 Senior Ice Hockey Skates. I wear a size 11 shoe and bought a size 9 skate. I have skated with a pair of CCM Tacks for years now. After trying on the new skates they overall feel snug and tight. However, I noticed that when I stand on my toes the heel of my foot lifts up. I put on my old pair of skates and noticed my heel lifts as well, but to a lesser degree. I do not think i would fit in a smaller size due to the width of my foot. What are my options? Thanks for the help

just break them in and see what happens. I mean if that still happens, you may not be tying them tight enough. Talk you the people you bought them from or get some opinions from the people where you skate.
